According to the memorandum, the Khasi Hills Autonomous District Council (KHADC) passed the Amendment Bill during its June 2026 session. It also informed the Chief Minister that a joint meeting of traditional institutions was held in Shillong on July 7, during which it was unanimously resolved to oppose the Amendment Bill. It further contended that the amendment undermines the principle of cooperative federalism and democratic checks and balances and was passed without prior consultation with the Dorbar Shnong, Dorbar Raid, and Dorbar Hima. DCRBF/13/465/2026/14/161 dated June 11, 2026, which fixed a ceiling on raid land. The delegation appreciated the positive discussion with the Chief Minister and the Deputy Chief Minister.
