Amminot T. Sohliya recalled that on July 5 a delegation of church leaders, led by Chief Minister Conrad K. Sangma, met Union Home Minister Amit Shah in New Delhi and submitted a memorandum seeking key amendments. The Union Home Minister had assured the delegation that the Ministry of Home Affairs would consult all stakeholders. Principal objections relate to Section 16A(1), which provides for provisional vesting of foreign contributions and assets upon cancellation or cessation of an FCRA certificate. Meanwhile, Cabinet Minister Lahkmen Rymbui expressed concern that certain provisions in their present form could adversely affect organisations in Meghalaya and must be modified. He suggested amendments should apply only to future funding and that minor procedural lapses should attract monetary penalties rather than property seizure.
