The deal was signed between Saudi Crown Prince and Prime Minister Mohammed bin Salman, Turkish President Recep Tayyip Erdogan and Pakistan's Prime Minister Shehbaz Sharif in Saudi Arabia. The deal brings together oil-rich Saudi Arabia, nuclear-powered Pakistan and Turkey, which has NATO's second-largest army and a rapidly growing defence industry. The choice of Makkah al Mukarramah as the place to sign the Mecca Defence Deal is also significant. The Saudi Arabia, Türkiye and Pakistan Joint Defence Deal came around a year after Saudi Arabia and Pakistan signed a defence deal, Strategic Mutual Defence Agreement (SMDA), between the two countries on September 17, 2025.
