Police had been called to 'disturbance' between victims and accused in hit-and-run

The force is under scrutiny from the Independent Office of Police Conduct (IOPC) following the attack on Rose Lane in Norwich in the early hours of Sunday morning.
One man suffered a fractured leg and two women were treated for cuts after being hit by a BMW.
Norfolk Constabulary's Professional Standards Department is also investigating the matter.
It has now been clarified that the police had been called to a "disturbance" between the two parties before the hit-and-run incident.
"We have decided that an investigation is required and that it is suitable to be carried out by the force’s Professional Standards Department.”
