The tenant, who rents his three-bedroom flat in Thorpe St Andrew for £1,000 a month, accused Broadland District Council of "not caring" about the issue.
But the council says Mr Corney has "withdrawn his complaint".
Contractors installed "noise monitoring equipment" at the property in May after Mr Corney submitted another complaint on April 28.
"The council should have installed it months ago," Mr Corney said.
