Astoria’s “shelter first” policy has reached another milestone as Nicholas Bowling has been hired as the city’s homelessness liaison. Astoria City Councilor Andy Davis said he has had a history with Bowling and said he is the right person for the job. Bowling has also worked in Portland where he participated in homelessness outreach programs as a volunteer. Bowling said he sees his new role as a way to give back to his community. “I want Astoria to thrive, I love this community and I just want people to look out for each other.”
