Right now, there are no safety rules for passengers in horse-drawn carriages or Amish buggies in Pennsylvania. No seat belts. We put seat belts in strollers and wagons because they work. I believe horse-drawn carriages are part of our state’s culture and should stay. Anyone else think it’s time Pennsylvania updated these rules?
