Pittsburgh Controller Rachael Heisler on Friday cautioned that city finances remain in a “very delicate position” halfway through 2026, though there are bright spots. Halfway through this year, Pittsburgh had spent about 47% of its total budget, Heisler said Friday. In the first half of the year, the fire bureau used exactly half of its updated overtime budget, and EMS spent 51% of its annual overtime budget. The city’s financial situation is precarious enough that it could be upended by “one unexpected expenditure,” like a surprise lawsuit or a natural disaster, she said. “These figures are a huge, huge win for the city,” Heisler said, adding that money from nonprofits helps take the burden off residents.
