Still replacing a 13-year-old starter, on a problematic car to me is money well spent.
In spite of its smaller size, it is quite roomy inside and with available all-wheel drive is a good car to handle the weather in the Northeast.
The tires look good, no cracks or anything visible.
Other than oil change is there anything else to check, all fluids look good as well as brakes.
Since the car has so little mileage I would take a look at the brake system for possible sticking calipers.
