Diggs doesn't seem to fall into that category, which is a prerequisite to be a Raider. At this stage in his career, the veteran probably wants to play for a contending team, and at least on paper, Las Vegas doesn't look like one. But it seems like Las Vegas at least took a temperature check on Diggs at one point this offseason.
