Tyler Junior College leaders say the school is facing a $1.2 million state funding shortfall — not because student performance declined, but because the college exceeded expectations under Texas’ new community college funding model.
The Texas Legislature changed the way community colleges receive state funding in 2023, moving away from an enrollment-based model and toward one focused on student outcomes.
Under the new system, colleges receive funding based on performance measures such as helping students earn degrees and certificates, complete workforce programs and transfer to four-year universities.
