TCEQ fines Flint wastewater treatment facility over $100,000 for non-compliance, now working to meet requirements

Liberty Utilities (Woodmark Sewer) Corporation, which owns the Woodmark Utilities Wastewater Treatment Plant in Flint, repeatedly discharged treated wastewater that did not meet its environmental permit requirements between March 2024 and January 2025, according to TCEQ documents.
On March 31, 2025, TCEQ conducted an investigation which led to a Notice of Enforcement (NOE) on July 30, 2025, formally launching the enforcement case.
The facility remains open while repairs are made because wastewater treatment plants are considered critical public infrastructure.
However, Liberty Utilities treatment of wastewater did not meet the standards to be released.
