Butler sped off, reaching speeds over 75mph on the 20mph Chepstow Road, prosecutor Megan Harriman told Cardiff Crown Court.
The defendant led police along William Morris Drive and Keir Hardie Drive, before turning down Clement Attlee Drive.
Butler, 58, of Radnor Road in Newport, pleaded guilty to dangerous driving, driving whilst disqualified, driving without insurance, and criminal damage.
The court heard he had two previous convictions for dangerous driving, one for reckless driving, and 16 for driving whilst disqualified.
