"It’s time for the Welsh Government to take more national action through a cohesive package of taxation, planning and regulation."
The report identifies between 21,300 and 25,300 properties in Wales currently in use as holiday accommodation.
The report highlights a 10 per cent increase in holiday lets using permanent homes over the past four years and argues that second homes and holiday accommodation should be addressed as a Wales-wide issue rather than left solely to local authorities.
Ruth Power, chief executive of Shelter Cymru, said the impact of the housing emergency is visible across the country.
Ms Power said: "Shelter Cymru recognises the important role that tourism plays in the Welsh economy, but we also believe that everything starts with home."
