This broader regional context helps explain why the proposed legislation may have significance extending far beyond Turkey’s borders. The greatest uncertainty surrounding the current process is what will become of the heavy weapons controlled by Kurdish armed groups in Syria and how their command structures will evolve. The parliamentary arithmetic in the assembly makes the pro-Kurdish Peoples’ Equality and Democracy Party (DEM Party) an essential power broker in any constitutional debate. What is clear, however, is that domestic constitutional politics cannot easily be separated from the broader peace initiative now under discussion. In this case the Turkish government and Kurdish political circles appear to be promoting markedly different narratives.
