Local councillors and council officers had already been struggling to keep East Devon District Council and Devon County Council afloat. Devon will see one county council, three urban areas and eight district councils reorganised into just four giant local authorities: Torbay, Plymouth, and Exeter unitary authorities, and one called "Devon Council." The Sidmouth and Ottery St Mary area will be almost entirely in the new Devon Council. A new Devon Council will include Ilfracombe in the north, Holsworthy in the west and Salcombe in the south. Yet it won’t have the city economies contributing financially to Devon’s rural areas, in the way that they do currently.
