Coates Pit, a 4.5-hectare site near Coates village, south-east of Petworth, could be reactivated under proposals from the Barlavington Estate.
Under the proposals, up to 20 heavy goods vehicle (HGV) movements per day—10 in and 10 out—would be permitted.
She added: "Such development would be very intrusive and damaging to an area of significant conservation importance in the National Park.
It added that no sand processing would take place on site and the level of HGV movements required would be "extremely low".
A decision on the scoping opinion is due from the national park authority by August 13.
