Malta Among EU Countries With Lowest Government Research And Development Spending Per Person

Malta has ranked among the lowest-spending EU countries on government research and development (R&D) per person, according to new figures published by Eurostat.
In 2025, Malta allocated €73.70 per inhabitant towards research and development through its government budget, placing it third from the bottom across the European Union.
At the other end of the scale, Luxembourg led the bloc with €917.20 per person, followed by Denmark (€627.10) and Germany (€553.50).
The findings come as overall government investment in R&D across the EU continues to rise.
Member states allocated an estimated €130.2 billion to research and development in 2025, marking a 60.5% increase compared to 2015 and a 2.4% rise over the previous year.
