From July 17 to 20, 2026, the 2026 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance was held in Shanghai, China. Chinese President Xi Jinping attended the opening ceremony and delivered a keynote speech, systematically elaborating China’s policy, position, visions and propositions on AI development and governance. From the top-level design of AI development and forward-looking layout of productivity, we see the CPC’s visionary and strategic resolve to “carry the blueprint through to the end”. From advancing global governance and international cooperation on AI, we grasp the CPC’s ambitious vision of building a community with a shared future for mankind. It opposes technological blockades and the “small yard, high fence” strategy, while striving for a better representation and stronger voice of developing countries in global AI governance.
