It is specifically ranking countries on their adherence to the rule of law, measuring categories like Absence of Corruption, Open Government, and Criminal Justice. And a rival rule-of-law list by Freedom House produces almost identical rankings, except that it puts South Africa higher. My wife is South African, and some of my best friends are South African lawyers.
