Instead of travelling inside the vehicle, one of the occupants was sitting outside, on top of the car. There was nothing securing the person to the vehicle, leaving them dangerously exposed while the car was in motion. Someone riding on the exterior of a moving vehicle has none of the protection normally provided to passengers, including a seat, seatbelt and the physical structure of the car itself. For police, however, the message from this particular incident is straightforward: the roof of a moving car is no place for a passenger.
