The interim report found that the purported PFIPC appropriated the identity, offices and operating instruments of the former Presidential Economic Advisory Council (PEAC). The commission said weaknesses in verification, inter-agency oversight and some government processes were exploited during the operation of the purported agency. The ICPC chairman said investigators found no evidence that federal funds were approved or disbursed to the purported PFIPC or PEAC. They were identified as the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency and Public Private Partnership.
