Texas Higher Education Coordinating Board recommends changing public university funding system to focus on student success metrics

The way state funds are allocated to public universities could change after the Texas Higher Education Coordinating Board proposed rewarding schools for student outcomes instead of credit hour enrollment in a July 22 quarterly board meeting.
The board also recommended additional funding incentives for high-demand fields and historically underserved student populations.
“It was important to the group that we look at outcome metrics that capture all different students at our institutions,” Keyton said.
The proposal follows the state’s adoption of an outcomes-based funding model for Texas community colleges through Texas House Bill 8 in 2023.
Keyton said Texas lawmakers directed the board to develop a funding model centered on student success for Texas four-year public universities.
