A central element of the program is the transition from linear waste disposal practices toward a circular economy model that prioritizes waste prevention, sorting, recycling, and resource recovery.
Reducing open dumping and uncontrolled waste burning is expected to deliver benefits beyond waste management itself.
These reforms are intended to support both climate mitigation objectives and biodiversity protection while improving the resilience of waste management infrastructure.
Circular economy policies can reduce demand for virgin materials, lower greenhouse gas emissions associated with waste disposal, and create new economic opportunities through recycling and resource recovery.
