Clatsop County saw six arrests for strangulation in July, an increase compared to several previous years. The higher counts could be a sign of more domestic violence, but it could also represent more reporting or changing police standards. The Police Executive Research Forum, a nonprofit investigating and discussing police responses, has published more information on best practices for responding to domestic violence. Locally, Astoria Police Chief Stacy Kelly said he didn’t see changing law enforcement responses as a factor in registering recent cases. Reynolds said this can stem from a number of factors including people who have experienced domestic violence not being comfortable reporting.
