Scherer had granted the district attorney’s office its request for an emergency preliminary injunction Dec. 19, 2025, seeking to close the Elks Lodge on Third Avenue.
Jeffrey Ballard was fatally shot when he and his brother were involved in an altercation with another man outside the Elks.
Steffon Ballard allegedly began pistol whipping another man when his pistol fired and hit Jeffrey Ballard in the upper thigh, the district attorney’s office said.
Steffon Ballard and the other man fled, according to the DA’s office, while Jeffrey Ballard bled out and was pronounced dead at a local hospital.
