The Teachers Service Commission (TSC) has attributed delays in teacher promotions to inadequate funding, dismissing claims that it has deliberately stalled career progression for educators. Acting Chief Executive Officer Evaleen Mitei explained that promotions are dependent on budget allocations and cannot be implemented without sufficient funding from the government. “What teachers need to understand is that promotions happen based on availability of funding. In addition to funding, the CEO reiterated that promotions are guided by Career Progression Guidelines and cannot be awarded automatically based on individual expectations or annual performance. TSC’s advertised promotions included 13,490 Senior Teacher II vacancies, 5,956 Senior Master IV positions and 4,210 Senior Teacher I posts.
