The disruption began on August 7 and has affected all Northern services, including routes in Blackburn and other parts of Lancashire, following an electricity supply failure at Manchester Piccadilly.
The power failure has impacted routes across Greater Manchester, the Midlands, and the wider North West, with some trains cancelled and others delayed by up to 60 minutes.
Metrolink services are also being made available for Northern passengers on any reasonable route.
Metrolink services between Manchester Piccadilly and Victoria, and between Piccadilly and the airport, are also included.
Transport for Wales has arranged replacement buses between Warrington Bank Quay and Manchester Piccadilly, running until 6pm.
