The issue predominantly stems from interception during courier delivery or fraudulent account activations managed by unauthorized third parties using compromised personal data. Weeks later, users discover that the card was marked as delivered and activated, with fraud perpetrators racking up online purchases or subscription charges. Banks are required by regulation to address unauthorized charge claims and provisionally credit disputed amounts within 48 hours while conducting an investigation. Authorities also recommend enabling real-time mobile banking alerts, regularly auditing account statements, and ensuring courier deliveries require direct signature upon receipt.
