It is fitting that we meet here today in Nagasaki — the last city to be directly attacked with nuclear weapons. In fact, as I said earlier, we are closer to nuclear war than we have ever been. And together we studied the devastation wrought and the horrors committed by all sides in the last world war. It saddens me to see Japan refusing to join the U.N. Treaty on the Prohibition of Nuclear Weapons. Some even want him to use tactical nuclear weapons.
