Over the past week, speculation was rife that the government is operating under an unseen deadline and that major political changes are imminent. The speculation had gathered momentum after Naqvi’s earlier remarks that Pakistan’s governance system had collapsed and his call for the creation of new administrative units or provinces to improve governance, accountability and service delivery.
