William Hollocks, 34, together with his father Raymond Hollocks, 73, has been entangled in a decades-long feud over his management of several sites, including the Beauchamp Arms pub, Loddon Marina and the now-closed Berney Arms.
William Hollocks was fined £3,600 and ordered to hand over costs of £9,730 but failed to pay before the April 6 deadline.
At Norwich Magistrates’ Court, he faced a hearing that could have led to a warrant for his imprisonment for non-payment.
At a previous hearing, his father had agreed to pay £1,000 a month after also facing the prospect of possible imprisonment.
Since acquiring the remote Beauchamp Arms on the River Yare in 1997, the Hollocks have repeatedly clashed with the Broads Authority and have previously claimed the multiple enforcement actions were part of a "vendetta".
