The reforms also raise questions over staffing, with NHS mental health services continuing to experience shortages of psychiatrists, nurses and therapists.
The programme forms part of the government’s forthcoming Mental Health Strategy, which aims to move NHS care away from responding to crises and towards earlier intervention, helping more people receive support before their mental health deteriorates.
