Russian President Vladimir Putin has signed a law ratifying an agreement with Abkhazia to implement the state programme for the ‘socio-economic’ development of Abkhazia for 2026–2030, which establishes a framework for Russian financial assistance. The financial assistance can be used to cover a variety of fields, including education and other programmes related to youth development, tourism, cultural exchange, and other spheres. At the time, presidential representative in parliament Dmitry Shamba said the funds covered by the agreement amounted to ₽6 billion ($74 million) for 2026. Of these ₽4.5 billion ($55 million) will be directed to socio-economic development, ₽1.3 billion ($16 million) for budget investments, and ₽200 million ($2.5 million) for supporting economic sectors. Putin also signed a law ratifying an agreement on the mutual recognition of academic degrees between Russia and Abkhazia, which allows those with degrees from either Russia or Abkhazia to continue their education or find employment in both places.
