The tool is ironically called "12VHPWR Guard" despite the fact that none of the graphics cards it supports actually have a 12VHPWR connector. The two cards primarily supported are the ASUS ROG Astral GeForce RTX 5080 and GeForce RTX 5090, both of which come with the updated 12V-2x6 connector. You can mouse over the system tray icon to see the current maximum power draw for any of the six +12V pins on the power connector. The 12VHPWR Guard application running alongside Khalid's many, many other system tray applications, showing stable current draw in Alan Wake 2. If you have one of the supported graphics cards, you can head over to Khalid's GitHub page to grab the tiny application.
