Elaine is the founder of The Angel Starfish Project, a charity supporting children in Hout Bay, Cape Town, South Africa. Councillor Little said: "I am delighted to honour Mrs Maloney with a Mayor's Good Citizen Award in recognition of her heartfelt devotion and tireless dedication to The Angel Starfish Project. Upon returning to St Helens, she began working with schools, churches, and community groups to raise awareness and support, eventually registering The Angel Starfish Project as a charity. Cllr Little described The Angel Starfish Project as a "small, independent charity that is making a huge difference to the social welfare and education of young people in Cape Town."
