Right to buy sales rose 90% ahead of reforms

Right to buy sales rose sharply last year as tenants rushed to complete purchases ahead of planned changes to eligibility and discounts.
The latest government statistics, published today, show 14,275 homes were sold under Right to Buy in 2025-26, up 90% on the previous year.
These are the first figures since the government announced a reduction to the right to buy maximum cash discounts, which applied to applications made on or after 21 November 2024.
From this date, maximum cash discounts returned to pre-2012 levels ranging from £16,000 to £38,000 depending on location.
In the 2024 Budget, councils were given the ability to retain 100% of the right to buy receipts to fund replacement housing.
