They’re increasingly routine, and the farm safety net is failing to keep up. The safety net, which includes crop insurance, commodity programs and disaster assistance, was designed nearly a century ago to stabilize income from a narrow set of commodities. This is a key moment to begin building toward a wider, more flexible safety net that allows farmers to respond to the market and climate realities they live with every day. A better farm bill alone won’t be enough. Efforts like this, paired with a modernized safety net and farm bill, can help U.S. agriculture get back onto stable footing.
