America First’s real test is Washington, not Iran

For its supporters, America First has never meant abandoning American power or retreating from the world. The real issue, then, is not whether a president can change the rhetoric of American foreign policy. Administrations change, but much of the structure surrounding American foreign policy remains. Or is American power more sustainable when foreign-policy objectives are narrower, more realistic, and more closely tied to domestic priorities? If America First cannot change Washington, then Washington may eventually change America First.
