According to the report, Edwards plied two young female staffers with lavish gifts including jewelry, purses and customized guns.
The ethics committee found no evidence that Edwards either engaged in sexual activity with or explicitly propositioned any of his employees.
Testifying before the ethics committee, Edwards defended his relationship with the two women as “[i]ncredibly professional” and “truly platonic,” the report said.
On at least one occasion he told Staffer 2 to make sure his schedule didn’t include one of their private dinners.
He would later testify before the ethics committee that he could see this made the staff feel uncomfortable.
