Planning permission was granted earlier this year to close and remove the southbound Western Avenue gyratory carriageway and alter West Street and Waterloo Court. Council planners say the scheme will improve access to the town centre and open up river views. Officers say matching the trigger to another landscape condition would still protect biodiversity under Policy E5 of the borough’s local plan. If councillors back officers’ recommendations, both changes will be approved and the Western Avenue park can move ahead with revised tree and environmental safeguards.
