ADB Proposes $250 Million Climate Resilience Loan for Pakistan

The Asian Development Bank (ADB) has proposed a new $250 million policy based loan to help Pakistan strengthen its resilience against climate change and natural disasters through institutional reforms, climate resilient investments, and disaster risk financing.
The proposed Climate and Disaster Resilience Enhancement Program, Subprogram 2, is currently under consideration and will be financed through ADB’s ordinary capital resources, including concessional lending.
The program aims to strengthen Pakistan’s capacity to prepare for and respond to climate related disasters by improving institutional planning and emergency response systems, increasing investment in disaster risk reduction and climate resilience, and expanding disaster risk financing through a risk layered financing framework.
The lender said the initiative is expected to strengthen disaster preparedness, protect livelihoods and public infrastructure through climate resilient investments, and improve access to financing and social protection measures to support faster recovery after natural disasters.
It also supports ADB’s Country Partnership Strategy for Pakistan and its broader development priorities, including poverty reduction, climate resilience, food security, gender equality, and governance reforms.
