"Oxfordshire County Council's decision to proceed with the fully funded and approved park and ride saved taxpayers millions in additional construction costs."
The 850-space park and ride on the A40 has remained unused since construction was completed in January 2024 because it cannot open until a connection to the wider A40 scheme is delivered.
Almost £300,000 has been spent on maintenance and security since then, according to figures revealed by Oxfordshire County Council.
Oxfordshire County Council has maintained that the park and ride was originally intended to open alongside wider A40 improvement works.
A spokesperson said: "We are working closely with our partners at Oxfordshire County Council to support the delivery of bus services from the Eynsham Park & Ride site once it becomes operational."
