Nathan Gostling, founder of the NR Health and Fitness Club chain, put forward proposals for Low Road near Hockering.
The site is opposite Kimblewick Equestrian Centre, which is owned by Mr Gostling's wife's family.
A total of five bedrooms, two of which are en-suite, and a separate bathroom have been earmarked for the first floor.
Prior approval was granted to build two homes on the site, which is described as "a fallback position".
The plans were approved at a Breckland Council planning meeting on Tuesday (August 4).
