Upper Hutt rejects amalgamation, as Lower Hutt supports it

Report from LDR by Justin WongThe two Hutt Valley councils are officially heading in opposite directions on the overhaul of local government.
Lower Hutt councillors voted 11–2 yesterday to endorse submitting a proposal for a Wellington–Wairarapa supercity with subsidiary community councils.
Later that evening, Upper Hutt councillors agreed to pull out of any amalgamation plans and not attach their names to a Wellington–Wairarapa proposal.
Upper Hutt mayor Peri Zee said she couldn’t recommend endorsing amalgamation in good faith, and asked her counterparts on the mayoral forum to respect their choice.
Lower Hutt mayor Ken Laban said the proposal was the most difficult decision of his local government career.
