In interviews with Reuters, Patel said the partnerships are limited to specific criminal investigations and do not extend to broader intelligence cooperation. FBI officials said Patel also visited Beijing in late July, while a trip to Russia is tentatively planned for October. Patel acknowledged that China and Russia are U.S. adversaries but said the benefits of cooperation on transnational crime outweigh the risks. All foreign visitors to FBI facilities undergo extensive vetting and are subject to counterintelligence measures, including electronic and physical surveillance, he said.
