An official council report details the number of fines for drivers who fell foul of the controversial LEZ scheme and how much it was worth. There were 2,041 who were fined £120 for a second breach, 729 for a third breach where the fine is £240, 398 for a fourth breach fined £480 and the 1166 for a fifth breach fined £960.
