The St. Elmo Board of Education voted to name the library at St. Elmo Elementary School after Melody Davis, a speech correctionist for St. Elmo students who was killed in a 1996 auto accident. The Vandalia City Council approved the hiring of Jerry Seaton as the city’s building official.
