According to a criminal complaint, Shawn M. Richardson is charged with hit-and-run resulting in death, knowingly operating a motor vehicle without a valid license causing death and felony bail jumping. According to the complaint, Richardson reported the truck stolen at 6:26 p.m., more than 30 minutes after the fatal crash. Surveillance footage of the crash showed a vehicle matching Richardson's truck, which had custom chrome wheels and distinctive silver stripes. According to the complaint, Richardson said he had panicked.
