Los Angeles County officials discovered 251 dogs living in overcrowded and unlicensed conditions at the Linda Blair WorldHeart Foundation in Acton, following an inspection last week prompted by complaints about animal welfare and code violations.

The investigation is ongoing, and county officials said no further comment will be provided regarding other findings.
